Newer version of VBulletin

Mark/Site Admin people;

SouthAfrica.com and Russia.Com both are now running on new versions of VBulletin, with many more features (avatars, email-free private messaging, ignore lists, and more) that Morocco.com currently cannot support.

Any way we could get the same updated software installed here? I think the members would like it.
