The times that are indicated for when each post is submitted are wrong, can this be corrected?

I find the times on the posts frustrating, at the moment the only place that I can think of which is 1553 {local time} is Dubai.

Thank you, only it used to be the correct time but it appears to have changed the last time it was shut down.

Can something be done about the "bold" and quote?
This issue has been around for a while now.
