CDU "won" with less votes than they got when they lost the election last time around, and got only about 3 more seats than the SPD.

CDU can't command a majority in the Bundestag with its traditional allies, and the left of centre parties (SPD, Left Party and Greens) have a majority between them. SPD won't work with the Left Party so a CDU-SPD coalition is probable.

Therefore... nobody won and at the same time everybody did
