No, it means that claiming a cabal of Jews control an entire nation is:

a) Untrue

b) An expression of hatred

Much the same as when US right-wingers claim "the Muslims" control Europe.

There's a big difference between measured critique of Israeli-Moroccan relations, and a conspiracy theory that says "the Jews" control Morocco.
