ANSWER

It is a very common belief in many of the Islamic countries that some people have evil eyes and that some people can cast a spell. There are many stories that we grow up with about these evil eyes and magic spells, most of them are just that stories, but growing up with such stories make this issue on our minds many times.

As for the evil eye, people mean a person can have such an evil power to envy them or someone to the point that some harm can afflict them.

In the name of God, Most Gracious, Most Merciful

[113:1] Say, "I seek refuge in the Lord of daybreak.
[113:2] "From the evils among His creations.
[113:3] "From the evils of darkness as it falls.
[113:4] "From the evils of the troublemakers.
[113:5] "From the evils of the envious when they envy."

This verse teaches us that there are envious people who have evil. Although this verse confirms that some people have evil (eyes) when they are envious (you can be blind but have that envious feeling), Muslims totally forget that NO ONE HAS ANY POWER of his/her own. It is GOD who permits any thing to happen to people and God does not permit this to happen except for those who forget about HIM.

People who strongly believe in this "Evil eye" usually are the same ones who forget that NO ONE can harm them even if she or he is envious, as long as they remember and believe that , God is the ONE who is in control, not that person. It is a test for the true believers, the true believers always remember that God is in control and NO ONE will harm them without God's permission.

[64:11] Nothing happens to you except in accordance with GOD's will. Anyone who believes in GOD, He will guide his heart. GOD is fully aware of all things.

We as believers should know that God is in full contorl and that no one but God can benefit us or harm us. As we know we should follow the Quran and seek protection from such envious people as sura 113 teaches this one way to remember God.

As for casting a spell, Quran does mention that magic exist and that humans were taught magic at a certain stage but they abused it and now Quran condemn those who practice magic.

i have personally suffered twice from this Incha Allah not a third time
how ever
it has elhamdoulilah made me strongly concious
and God Almighty does not give nor take but for reasons,
I believe it is not just an evil eye it follows you,so rather an evil ambient or atmosphere.
In both cases the Quranic surahs and verses have been the best remedy.

It’s a myth that becomes a self-fulfilling prophesy. People have this thought in mind and then the minute something bad occurs they attribute it to the 'evil eye'. There is no rationalisation of what is happening. Simply reversion to strongly held beliefs, not reality just belief. It’s a dangerous situation to engage in, because just think of the power that you are giving people over your life! That makes them some almighty force, which is only attributable in my view to Allah.
I know that I would not give someone the glory of controlling my life!

I am not of those people above which you have summed up
and i certainly don't like having my life mapped out by another person
however it's happend to me to the point where i was extremely sick 6.5 was my eventual blood pressure level to the cause.i could not and would not eat all i was having was a small tub of yogurt and dates due to evil voices i could hear and a person whom i had thought i was that i could not have control over but tried very hard to get rid of,i also bathed with cold water in the middle of winter when we had heated water and refused to be treated by local doctor this had happend to me on 2 occasions!
and as Koranic verses mention there are two which are not incountered for by action 1 of them is a person who is in gravely sick (in other words to the point where they crazy and have no control over thier actions)
there is no questioning it
you don't ask to be in this situation
you may be the quietest person on earth
or most intelligent or poor or whatever
when it happens it happens, and how it's dealt and treated with
is the most important than anything
just as there is ways to prevent it Islamically
through speech and action there are ways not to.
everything has a correct balance
however i do not reffer to it as an evil eye
as i have said above a ambient or atmosphere
which we need to be well aware of but not as to go into deep thought and questioning about.
