Marriage Procedure in Morocco ?

Salaam and Hello Everyone

I am wondering if there is a difference between a moroccan born/and living in Morocco compared to a person (who also has la carte national) but is born/living in Europe to moroccan parents. Does the latter have all the rights as the former does? for example in regards to marriage? Can the latter person use his moroccan nationality (la carte national) to marry in Morocco or is he forced to use his european citizenship when it comes to marriage? Im not well versed when it comes to this.
