It's not the browsers that are unsafe, it's the Host OS and the user, Opera and Mozilla Firefox are both based on the same rendering engine, and in order for them to function like IE, they must access the same system functions like IE, FireFox is easy to use, so based on this purely I would recommend FireFox over IE or Opera, Just remember to augment FireFox with Spybot Search and Destroy with the teatime module, and also Avast! since it's on-Access protection is quite extensive, also add The Google search bar It's quite safe and all these intergrate well with Firefox, also use CClean to clean your system, and set it to do it's stuff on system shutdown/reboot, DustbusterXP will help clean anything that CClean leaves behind, there are plenty more utils out there, just remember to watch your registry and wipe your cache on shutdown, also get tools that help clean up the index.dat file.
You'll also need tools that help you access files that might be locked or in use by other programs with PowerPromt you can access the Dos prompt as system not as admin or user, Warning ... PowerPrompt is for advanced users only only use it if you know what you're doing...
