It depends on the guy. A certain age doesn't define what every guy likes in a girl. For example, some guys like outgoing girls who love to talk, while one of my guy friends (who is 17) hates loud girls and prefers quiet ones.
But, in general, best way to get any guy to notice you is by actually talking to them.
