Povray rendering engine come to mind (Freeware), there are tons of modelers out there also, some are freeware, The best of the bunch is for Povray is Moray it's shareware and cheap as chips.

So for artwork like that without the expense or the huge learning curve associated with Lightwave, 3DS, Maya etc..., I'd go for a Povray / Moray Combo, u can start modeling rendering in under 5 mins... that's if u're looking for stills.

For a photoshop replacement I'd go for the GIMP for touch ups.

Blender is good but it can be daunting for a beginner.
Milkshape is a great 3D modeler too (shareware).

For 3D Animations/Machinema or Games I'd recommend starting with 3DS Gmax and the Quake 3 Engine.

Yeah there is a bunch of open source free solutions as you mentioned. For someone who want's to get his feet into this 3D industry I'd suggest to download the PLE learning edition of Maya for free, it's fully operational you can make anything you want with. I just has a water mark into rendered picture.
