Ofcourse the above versed in the Quran is when engaged in war against those who are out to kill Muslims. There are other verses in the Quran which tells one to stop fighting when the disbelievers ".. incline towards peace. "
Similarly you have verses like these in the Bible which seem to be far more extreme, I would assume the context for these verses is also in case of a war?
