What can I say? that is tricky it's not always that network it maybe your local network that has a problem.
if it's done from the handset try to allow maximum time to send a sms---->
go sms option and change settings if nothing works call those stupid customer services people
for that network if it's from the net then Allah knews best. Meditel is the best in Morocco and you can text 10 a day for free by the way.
